Subject: AIS(LTC) Rules, 1975 — application of relaxation under CCS Rules to visit North Eastern States and J&K in lieu of one LTC(Home Town) – reg.

I am directed to enclose herewith copies of the instructions contained in this Department’s O.M. No.31011/4/2007-Estt(A), dated 30th April. 2012 and O.M.No.31011/2/2003-Estt.A-IV dated 15th June, 2012 regarding extension of relaxation to visit North Eastern States and J&K for a further period of two years and to say that the said instructions may also be invoked in respect of All India Services officers in respective State cadres under the provisions contained in rule 3 of All India Services (Leave Travel Concession) Rules, 1975.

OFFICE MEMORANDUM
Subject: Regulation of journeys by private airlines while availing Leave Travel Concession to Jammu & Kashmir.
After issue of DOPT O.M. No.31011/2/2003-estt.(A) dated 18/6/2010 regarding relaxation for travel by air to visit J&K, clarifications have been sought by Government servants/various Ministries/Departments from time to time. The doubts raised by various authorities have now been clarified by Ministry of Finance (Department of Expenditure) as under:-
Point raised Clarification
1. Whether entitled officers can travel by Private airlines to J&K ?
Yes. Travel by private airlines is available to all the categories of Government employees including those entitled in travel by Air.
2. Whether the restriction of LTC 80 fare of Air India will apply in these cases ?
LTC 80 fare would apply to all cases including those entitled to travel by air irrespective of their airlines.
5. This issues in consultation with Ministry of Finance (Department of Expenditure) vide their I.D. No.821838/SO-E.IV/2010 dated 3rd August, 2010.

Relaxation for LTC travel by air to visit jammu and kashmir may be extended
The Central Government Employees had a great Opportunity to visit Jammu and Kashmir by Air through conversion of Home Town LTC. The family members of Central Government Servants, who visited this beautiful state which is named after the Heaven of Earth, enjoyed it very much as it was a wonderful Experience for them. All the dependents of the Central Government Employees were excited for not only visiting this state, but the mode of journey they were entitled from their duty station or from Delhi/Amritsar to go to this lovely state is an experience like a dream come true. Each and every one who visited Jammu and Kashmir by availing this Concession are very much grateful to the Central Government and it will make them feel pride being a part of Government Service.
As the last date of this concession for conversion of Home town LTC/ All India LTC to go to Jammu and Kashmir by Air closes by 18th June 2012, the central government employees, those who are not availing this LTC to Jammu and Kashmir Concession before this due date, are feeling misfortune when they were hearing their colleges Jammu Experience. So they should not be let down and they are eagerly expecting that the Government should however extend the relaxation for LTC to Jammu and Kashmir for further Two more years beyond 18th June 2012.
Sources close to the Government told that Relaxation for LTC travel by air to visit Jammu and Kashmir may be extended for further two more years beyond 18th June 2012 and necessary order will be issued soon.

Special Package for North-Eastern Region
The Ministry of Tourism, as a part of its promotional activities releases print, electronic, online and outdoor media campaigns to promote various tourism destinations and products of the country including the North East Region. Besides, North East specific media campaigns are launched to promote the entire North East Region. The Ministry of Tourism provides complimentary space to the North Eastern States in India pavilions set up at major international travel fairs & exhibitions. Further, In relaxation of CCS (LTC) Rules 1988, the Government has decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-
(i) Group A and Group B Central Government employees will be entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport.
(ii) Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkata.
(iii) All Central Government employees will be allowed conversion of one block of Home Town LTC into LTC for destinations in NER.
(c) Every year 10% of the total plan allocation of the Ministry of Tourism is mandatorily earmarked for releasing funds to the States of the North East Region. This apart, following special dispensations are given to the North Eastern
States :
(i) Under the scheme of product/infrastructure development of destinations/circuit, budget accommodation, restaurants, etc. are allowed to the States of North East Region, selected places of J&K and Eco Tourism projects only.
(ii) For organizing fairs & festivals 100% central financial assistance is allowed to the North Eastern States & the State of Jammu & Kashmir only.
